Standards Adoption Process
Stages
- Needs and Proposal – Identify needs and submit a New Work Proposal to the VBS.
- Assessment and Documentation – Assessment and evaluation of eligibility of different Standards and Specifications based on an established set of criteria.
- Adoption - There are two sort of adoption:
- Full adoption: The Standards have been fully embraced, thus there will not be any changes made to any of the publications. However, just the title and the code can be changed in accordance with the country's coding.
- Modified adoption: Changes are made to the Standards and contextualize; some Standards sections are eliminated. There will then be a consultation that lasts no more than 60 days to get input from stakeholders.
- Implementation - After the adoption and publication of the Standard, the Agency or industry responsible is expected to carry on the implementation of it with all the Stakeholders involves in the Standards.
- Review and Monitoring of Standards - To maintain international equivalence, it is crucial to make sure that National Adopted Standards reflect any modifications and updates made to the International Standard.
Standards Development Process
The process of developing a Standard is aligned to these internationally and accepted Principles of Standards Development:
- Balance – ensure all stakeholders are represented in the Technical Committee and their reviews are considered.
- Consensus – make effort to achieve national consensus on the standards.
- Transparency – everyone is given an opportunity to provide an input in the standards development process.
Stage
- Submission of a New Work Proposal (NWP) to the VBS.
- VBS puts NWP into a project document format.
- Assessment and endorsement of the project document.
- Appointment of the Technical Committee Members.
- Technical Committee drafts and/ or reviews that standard.
- Public Commenting on the draft standard.
- Technical Committee reviews and finalizes draft standards.
- Final draft submitted to the VBS Board or Sub-Steering Committee for approval.
- Publication of the Standard.
