Santo Packhouse Achieves Third Export Milestone

Santo Packhouse Achieves Third Export Milestone

The Santo packhouse has completed its third export shipment, marking further progress in the stabilisation of Vanuatu's National Packhouse Programme and demonstrating that an established local team can now manage the export process through a functioning operational system.

Vanuatu Bureau of Standards Chief Executive Officer, Atanas Pipite, welcomed the achievement on behalf of the committee implementing the programme, which brings together the Directors of Agriculture, Biosecurity, Industry, Cooperatives and External Trade, alongside the CEO of VBS.

Mr Pipite said the committee was very pleased with the progress of stabilisation. The major achievement is the establishment of a complete supply-chain pathway, with defined roles connecting farmers, Agricultural Development Officers, packhouse staff, the exporter and buyers. The third shipment demonstrates that this system is now supporting practical operations.

Under WBT, the programme's approved operating company, the packhouse team is independently managing day-to-day activities, including receiving produce, washing, trimming, grading, packaging and loading containers for export. The work demonstrates the practical value of having trained personnel and dedicated facilities organised around a consistent process.

An important adjustment is to base shipment planning on confirmed production. Farmers' harvest readiness and available supply must first be established, allowing the packhouse to organise receiving and processing before WBT confirms a shipment. This approach is intended to make export commitments more dependable and give farmers clearer delivery arrangements.

The supply-chain framework includes provision for a software system linking farmers with Agricultural Development Officers, or ADOs, in their respective areas and the packhouse. Through this system, ADOs will submit information on the crop, expected quantity, product specifications, location and readiness for harvest. The packhouse will assess that information and return a scheduled delivery date and time.

Once sufficient suitable production has been verified and delivery arrangements coordinated, WBT can confirm the shipment against the available supply and buyer requirements. This gives each participant a clear role and connects production planning directly with packhouse capacity and export scheduling.

For farmers, the programme is also a learning process as they move towards commercial production. Supplying export markets requires substantial, coordinated volumes, consistent quality and good agricultural practices. As farmers become more familiar with market requirements, they can plan planting and harvesting around a dependable supply relationship and improve the consistency of their produce.

Taro is becoming an established product in the programme's market offering. Coconuts are also moving through the packhouse, and work has now begun with manioc, or cassava. This gradual broadening of the product range gives farmers additional opportunities to participate while allowing the operating team to build experience with different crops.

The Australian pathway continues to connect Vanuatu taro with the formal market through MarketPlace Fresh, including supermarket retail channels. Fresh taro and cooking coconuts from the Santo National Packhouse are now available on Melbourne shelves under the VANU – Taste of Vanuatu brand. Ni-Vanuatu in Melbourne are encouraged to visit their nearest Marketplace Fresh store and ask for VANU produce, describing it as ‘a taste of home while supporting Vanuatu farmers.’ This provides an opportunity for a wider customer base to purchase produce from home through established retail outlets.

Mr Pipite said the experience gained through these shipments would help strengthen future operations. Maintaining the quality of produce, dependable farmer supply and effective communication with buyers will remain central to building confidence in Vanuatu's products and sustaining repeat business.

The pathway also incorporates fiscalised invoicing through WBT, connecting the commercial side of the programme with formal sales records and tax reporting. This aligns with the Vanuatu Sales Monitoring System, or VSMS, administered by the Department of Customs and Inland Revenue, which uses accredited electronic fiscal solutions to issue fiscal invoices and report sales data.

Bringing supply information, delivery scheduling, packhouse operations, export arrangements and fiscal invoicing into a coordinated pathway is a significant achievement for the programme. It strengthens the basis for accountability while supporting collaboration between agriculture, trade, standards and revenue authorities.

The next phase will strengthen the links between fresh exports, the domestic fresh market and the planned frozen processing pathway. The aim is to give suitable produce a productive outlet according to its quality and intended use, helping the programme serve both overseas customers and communities within Vanuatu.

A key part of this work is the Farm-to-Institution policy. Alongside exports, the programme is supplying schools, and the CEO is working with the Ministry of Agriculture, including the Director General and Director of Agriculture, to develop a more coordinated and regular supply arrangement.

The proposed arrangement centres on storage at the packhouse and scheduled deliveries to schools, whether weekly or more frequently according to their needs and available capacity. Bringing receiving, grading, storage and distribution into one coordinated system can help schools plan their food purchases while giving farmers a more dependable domestic outlet.

Produce meeting export specifications can continue to overseas markets, while wholesome produce that does not meet those commercial specifications can be directed to suitable domestic uses. The planned frozen pathway would provide another outlet for appropriate produce. Food safety and suitability for consumption remain essential across every pathway.

This work also supports the good health programme through collaboration with Public Health and the government stakeholders represented on the VBS Board. Making nutritious local foods more available to schools is intended to support healthier eating and wider efforts to address obesity and other diet-related health concerns.

Mr Pipite expressed his appreciation to the packhouse staff, farmers, WBT and the participating government agencies for their contribution. He said the committee was encouraged by the progress of stabilisation and would continue working to consolidate the system, expand appropriate market opportunities and connect the benefits of the national programme with households and institutions across Vanuatu.

Standards, Quality, and the SOP: The Heart of the Export Pathway

At the core of this historic achievement is the Standards Operating Procedure (SOP) – the main route that VBS has established to ensure every product meets the highest quality standards from farm to table. As VBS CEO Atanas Pipite consistently emphasises, "Standards are not a barrier – they are our passport to the world. The SOP is the main route we follow to keep quality from farm to your table, meeting the highest quality and organic standards that are best for your wellbeing and your family."

The Santo National Packhouse operates under strict VBS-certified SOPs that guide every step of the export process:

  • From Farm: DARD trains farmers in good agricultural practices, proper harvesting techniques, and post-harvest handling to preserve freshness and nutritional value.
  • Through Biosecurity: Biosecurity Vanuatu provides phytosanitary certification, ensuring all exports meet international health and safety requirements.
  • Through the Packhouse: Market Place Fresh receives, grades, processes, packs, and stores produce under VBS-certified quality assurance protocols that maintain organic integrity.
  • With Quality Assurance: Quality Solutions implements HACCP systems, traceability, and audit processes to ensure every product meets global standards.
  • Through Customs: Customs and Inland Revenue processes export clearances, ensuring all documentation complies with international trade regulations.
  • To International Markets: WBT manages commercial operations and logistics, delivering Vanuatu's certified organic produce to shelves in Australia and beyond.
  • With Brand Support: The Tourism Department aligns the national export brand with destination marketing, promoting Vanuatu as a premium organic producer.

What This Means for Vanuatu

Quality Assurance: The packhouse operates under strict biosecurity and quality standards, ensuring taro and other crops meet premium market requirements. The facility features Dincel structural walling technology, providing a cyclone-resistant, fire-resistant, and earthquake-resistant system.

Increased Farmer Income: By reducing post-harvest losses and eliminating middlemen, more value stays in the pockets of local farming communities. The integrated export pathway brings together all partners under a single coordinated framework.

Export Confidence: This facility strengthens Vanuatu's reputation as a reliable supplier of high-quality organic produce to the world. CEO of VBS, Atanas Pipite, confirmed that "this is not a one-off shipment. It is the establishment of a long-term export mechanism designed to maintain quality, increase farmer income, and build confidence in international markets."

Health and Wellbeing: As CEO Pipite always reminds us, "Our standards exist to protect you. When you see the VBS certification mark, you know that product has followed the SOP – the main route that keeps quality from farm to your table. It's organic, it's pure, and it's best for your wellbeing and your family."

National Export Brand and Fresh Market Standards Catalogue Launched

During the ceremony, the Government also launched the VANU – Taste of Vanuatu national export brand, which will serve as the national identity for certified agricultural and value-added products entering overseas markets.

To support this new export pathway, VBS has published the Fresh Market Standards Catalogue – a comprehensive guide for farmers, exporters, and international buyers. The catalogue provides detailed product specifications, lot codes, packaging standards, and storage requirements for all certified produce leaving the Santo National Packhouse.

Whether you are a farmer preparing your produce for export, an importer looking for high-quality organic products, or a buyer wanting to understand Vanuatu's quality standards, the catalogue is your essential reference document.

Historic First Export of Santo Water Taro to Australia

VBS News: Historic First Export of Santo Water Taro to Australia

Historic First Export of Santo Water Taro to Australia Marks Success of VBS-led National Standard Packhouse System

Date: April 23, 2026

Port Vila, Vanuatu – The Vanuatu Bureau of Standards (VBS) today celebrates a landmark achievement for the nation’s agricultural sector: the first-ever commercial export of a container of water taro from Santo to the Melbourne market in Australia.

This historic shipment, which took place last Friday, directly implements the Government mandate under Council of Ministers (COM) Decision No. 51 of 2025. This decision tasked VBS with establishing and operationalising the National Standard Packhouse System (SPS), a critical reform to open formal export pathways for root crops.

Meeting Australia's Strict Requirements

According to the CEO of VBS, Mr. Atanas Pipite, this achievement proves that Vanuatu has now met Australia's strict biosecurity (SPS) and import requirements.

“We have shifted from informal agricultural exports to a standards-based, controlled farm-to-market system,” Mr. Pipite said. “This is not a one-off shipment. It is the establishment of a long-term export mechanism designed to maintain quality, increase farmer income, and build confidence in international markets.”

A Whole-of-Government Success

The export was made possible through a coordinated national system bringing together key partners across the value chain:

  • VBS led the packhouse phase and national integration platform.
  • Department of Agriculture and Rural Development (DARD) managed farmer coordination, pre-harvest quality control, and traceability.
  • Department of Biosecurity (DOB) ensured compliance and inspection.
  • Vanuatu Customs monitored handling, temperature, and export logistics.
  • World Best Trading (WBT) acted as the official export partner under an MOU with Melbourne wholesaler, Market Fresh.

Next Steps: Second Shipment & Nationwide Expansion

The second export is expected next month, coinciding with the official commissioning of the Santo Packhouse by Prime Minister Jotham Napat. Upon arrival in Melbourne, Trade Minister Samson Samsen and his Australian counterpart will formally open the container, marking the completion of the end-to-end pathway.

Furthermore, starting in July 2026, VBS will begin construction of additional packhouses in Pentecost, Malekula, and Tanna with a budget of VT300 million.

“This initiative represents real progress in building direct access to high-value markets, strengthening trade relations with Australia, and generating foreign exchange income for our farmers,” CEO Pipite concluded.

The VBS extends its congratulations to the Santo farmers, the Ministry of Trade and Commerce, and all national partners for this historic achievement.

VBS & DARD: From Root to Riches

FROM ROOT TO RICHES: OWNING THE QUALITY REVOLUTION VBS & DARD

VBS & DARD Provincial Kava Campaign 16th to 20th June 2025
“Compliance is not a penalty. It is our passport to the world.”

🏝️ A LETTER TO EVERY KAVA FARMER, EVERY LANDOWNER, EVERY NI-VANUATU

For decades, the world has paid premium prices for Vanuatu kava. Yet too often, the profit leaks—not because our root is weak, but because our post-harvest chain is inconsistent.

In June 2025, VBS and DARD travelled by ship through cyclone swells to reach Epi and Lamap. We did not come with fines. We came with an invitation: to take full ownership of the quality narrative.

🌱 WHY THIS IS YOUR MOMENT

The global market for kava is not just growing—it is competing for Vanuatu. Buyers in Europe, America, and the Pacific pay a premium only for kava that is:

  • Noble (genetically pure)
  • Chemically compliant (kavalactone-tested)
  • Ethically dried (never Two-Day)

When you meet these VBS standards, you are not simply following a rule. You are claiming your share of an export economy that can transform your village.

🛠️ FROM TRADITION TO INVESTMENT

Our farmers already hold the ancestral knowledge. The training added the technical edge:

  • ✅ Nursery management → Turn one cutting into 100
  • ✅ Noble variety identification → Protect the brand that only Vanuatu owns
  • ✅ Drying & packing labs → Double your price per kilo
  • ✅ Kava Act awareness → Know the minimum price—and demand it

This is not aid. This is asset-building.

⚖️ PROTECTING THE COLLECTIVE WEALTH

In Malampa, bags of Two-Day kava were seized and destroyed. Some saw loss. We ask you to see investment protection.

Imagine if one farmer sells immature kava. The container is rejected. The entire shipment loses value. The importer turns to Fiji or Hawaii.

That is not a fine. That is a national dividend lost.

💡 THE ROOT CAUSE WE MUST ALL FIX

The root cause of past rejections was never bad intent—it was fragmented knowledge. One village mastered drying; another did not. VBS and DARD are now closing that gap, province by province.

You are now the custodians of that knowledge.

🌏 YOUR LAND, YOUR CAPITAL, YOUR FUTURE

The land is not just soil. It is your capital reserve.
The kava is not just a crop. It is your share scheme.
The standard is not just a document. It is your title deed to the trillion-vatu market.

🤝 JOIN THE MOVEMENT

The VBS Provincial Division remains open for:

  • ✅ Free drying audits
  • ✅ Export labelling guidance
  • ✅ Kavalactone testing referrals
  • ✅ Linkages with compliant buyers

Compliance is not control. Compliance is collective wealth.

📞 Contact the VBS Provincial Office or your local DARD Agriculture Officer.
🌐 This is Vanuatu’s decade. Own it.
